IACCR国际培训班第三课惊喜不断—— 大运会/奥运会中的疫情防控思考

IACCR国际培训班第三讲课程于今日上午9:00准时开课,学员们对课程的反馈良好,直播课现场气氛活跃。

本期课程主要围绕“大运会/奥运会中的疫情防控思考”。受新冠疫情影响,2020东京奥运会和2021成都大运会均推迟举办,而在新冠疫情下如何做好疫情防控工作这一问题值得我们思考,本期课程的特邀授课专家为我们提供了一些思考的方向。

一、文明发展步伐加速的同时,大自然的暴力也会更为剧烈

雅道老师为我们带来的主题分享是“灾害,疫情与可持续发展目标— —借鉴神户经验,打造后疫情时代”。

雅道老师主要向我们介绍了他所在的CODE——海外灾害援助市民中心,其成立于1995年阪神淡路大地震,现已经支持了35个国家和地区,开展了63项救灾活动。

CODE主要支持弱势群体和落后地区(一个都不落下);倾听每位受害者对我们活动的反馈及评价;尊重当地的文化习俗和宗教信仰,多方面考虑,并提供适当的支持;与受灾地区人民互相学习;鼓励灾区的内生发展独立。

提出将解决作为普遍问题的各种问题,并以“不落下一个人”为关键词建设可持续发展的社会。

尽管我们无法减少自然灾害,但是我们可以尽力减少伤害,因此我们必须要团结起来、整体地看待灾难与可持续发展目标,真正做到不落下每一个人。

二、做好准备,迎接大运

岳勇老师为我们带来的主题分享是“成都大运会疫情防控启示”。岳勇老师主要围绕“大型活动公共卫生保障”、“成都市大型活动传染病保障情况”、“大运会传染病疫情防控”和“疫情处置要求”这四个方面展开。


岳勇老师向我们介绍了大型活动中可能会出现的公共卫生风险,如意外伤害、食品安全、饮用水及环境等传染病疫情并提出了其保障指挥体系。

就针对成都大运会的防疫工作,岳勇老师提到有以下几大难点:6-7月疫情防控压力大(有新冠、流感、诺如、登革热等强传染性疾病);参赛国家、运动员众多:短时间、高密度、管理难度增加;比赛场馆、酒店多:覆盖面广、对象复杂。为此在大运会期间要做到监测→检测→分析→管理贯穿全程。另外针对不同的传染病要制定好不同的处理方式,以100%的准备迎接大运会的到来。

本次课程两位老师从不同的角度让我们意识到在疫情防控中“人”的重要作用,坚持可持续发展、做好防疫工作,相信我们会迎来更好的明天。至此,IACCR国际培训班第三讲圆满结束。


Highlights in the Third IACCR Lecture

of the International Training Course –

“Reviews on Epidemic Prevention and Control

in the Universiade & Olympic Games”

The third lecture of the IACCR International Training Course started on time at 9:00 am today. The feedback from the participants was good, which souped up the discussions in live class as well.

This course focuses on “Reviews on Epidemic Prevention and Control in the Universiade &Olympic Games”. Affected by the COVID-19, the 2020 Olympic Games and the Universiade 2021 were postponed. Therefore, under the COVID-19, it bears thinking about that how to do a good job on the prevention and control. Today’s seminar invites experts in related areas to provide us with some new solutions.

Guest Introduction

Masamichi Yoshitsubaki: Secretary-General of Citizens toward Overseas Disaster Emergency, Consultant to the Institute of Educational Safety and Science and Technology in the New Century, Focal Point of the NGO-JICA Council, Chairman of the Subcommittee on the Citizen Agenda for the Sustainable Development Goals of Kansai.

Yue Yong: Deputy Chief of infectious disease prevention and control department of Chengdu Center for Disease Control and Prevention.

1. The more civilization progresses, the more severe the disaster will be due to the violence of nature.

The theme shared by Mr. Masamichi Yoshitsubaki is “Disaster, SDGs and Pandemic, Drawing on Experience of KOBE to Create a Post COVID-19 world”.

Mr. Masamichi Yoshitsubaki mainly introduced us to his CODE, Citizens toward Overseas Disaster Emergency, which was established in 1995 and had supported 35 countries and regions and carried out 63 disaster relief activities.

CODE mainly supports vulnerable groups and backward areas (no one is not left behind), listens to feedback and evaluation of people involved, respects local cultural practices and religious beliefs, provides appropriate support, learns from people in the affected areas, and encourages endogenous development and independence in the affected areas.

It is proposed to solve the problem as a universal problem and to build a sustainable society with the key notion that “no one is left behind”.

While we cannot reduce natural disasters, we can do our best to reduce harm, so we must look at disasters and sustainable development goals together and look at them, and truly not leave everyone behind.

2. Get ready for the Universiade 2021

The theme shared by Mr. Yue Yong is “The Enlightenment of Pandemic Prevention and Control of 2021 Chengdu Universiade”. Mr. Yue Yong mainly focuses on the four aspects of “public health protection for large-scale activities”, “protection of infectious diseases in Chengdu”, “epidemic prevention and control of infectious diseases in the Universiade” and “requirements for the disposal of epidemics”.

Mr. Yue Yong introduced us to the public health risks that may arise in large-scale activities, such as accidental injuries, food safety, drinking water and environmental outbreaks of infectious diseases, and proposed its safeguard command system.

Regarding the epidemic prevention work of Chengdu Universiade, Yue Yong mentioned the following difficulties: the epidemic prevention and control pressure in June-July (with new crown, influenza, noru, dengue fever and other strong infectious diseases); To this end, during the Games to do monitoring→ detection→ analysis→ management throughout the whole process. In addition, for different infectious diseases to develop different treatment methods, with 100% ready to meet the arrival of the Games.

This course two teachers from different angles let us realize the important role of “people” in the prevention and control of the epidemic, adhere to sustainable development, do a good job in epidemic prevention work, I believe we will usher in a better tomorrow. At this point, the third lecture of the IACCR International Training Course was successfully concluded.
